How Much Does HVAC Replacement Cost in Central PA?
Real ranges for full system replacement in Dauphin, Cumberland, Lancaster, and York counties — plus the four line items that actually move the number.
Nobody enjoys asking this question, and most contractors are reluctant to answer it in public. The reluctance is not entirely unreasonable — the honest answer has a wide range, and a number without context is easy to misread.
But "call for pricing" is not helpful when you are trying to work out whether to start saving or start shopping. So here are real ranges for Central Pennsylvania, along with what actually moves them.
The ranges
These reflect complete, professionally installed systems including equipment, labor, permits, and removal of the old system.

Most straightforward residential full-system replacements in this region land between $9,000 and $13,000. If a quote you receive falls far outside these ranges in either direction, that is worth asking about — unusually low usually means something has been left out of the scope.
What actually drives the number
1. Efficiency tier
The largest single lever, and the one you have the most control over.
Baseline-efficiency equipment costs meaningfully less upfront than high-efficiency equipment. The premium buys lower operating costs, usually better humidity control and quieter operation, and often longer warranty terms.
Whether it pays back depends on how long you are staying and what you pay for fuel. As a rough guide: if you are in the house for more than about eight years, mid-tier efficiency usually earns its premium. Top-tier variable-speed equipment is more often justified by comfort — even temperatures, better dehumidification, much quieter — than by the energy savings alone. That is a legitimate reason to buy it; it is just a different reason than the one it is usually sold on.
2. Ductwork
The line item that most often turns a straightforward quote into an expensive one, and the one homeowners are least prepared for.
If your existing ducts are properly sized and in reasonable condition, the new equipment connects and you are done. If they are undersized, badly leaking, or were retrofitted into a house never designed for forced air, the work required ranges from a few hundred dollars in modifications to several thousand for meaningful rework.
This is a real geographic pattern here. The rowhomes in Harrisburg's Midtown and Shipoke, and the historic blocks in Lancaster and York, were built for radiator heat. Forced air was added later, often creatively. Those retrofits vary enormously in quality, and what is behind the walls determines the scope.
Anyone quoting a replacement without looking at your ductwork is quoting a number they may not be able to hold.
3. Electrical and gas work
Heat pump conversions frequently need electrical service upgrades. Older borough housing — Palmyra, Hummelstown, Lebanon, the older sections of New Cumberland — often has panels without the capacity for a heat pump plus backup heat. A panel upgrade is typically $1,500–$4,000 and needs to be identified during the estimate rather than discovered on installation day.
Similarly, converting fuel types, relocating equipment, or adding a gas line adds cost that has nothing to do with the equipment itself.
4. Sizing and load calculation
A proper Manual J load calculation measures your home — square footage, insulation, window area and orientation, air sealing, ceiling heights — and produces the actual heating and cooling load.
Some contractors skip it and match whatever tonnage was there before. That is faster, and it is how systems end up oversized, because it inherits every sizing error made previously. An oversized system short-cycles, never runs long enough to pull humidity out of the air, and wears out early.
A load calculation may show you need less capacity than you have, which reduces equipment cost. It occasionally shows you need more. Either way it is the difference between engineering and guessing, and it should be part of any full-replacement quote.
What a complete quote includes
Compare quotes line by line, not by bottom-line number. A complete quote covers:
- Equipment make, model, and efficiency rating — specific model numbers, not "16 SEER system"
- Manual J load calculation results
- Ductwork modifications, itemized
- Electrical work required
- Permit fees and inspection
- Removal and disposal of the old system
- Refrigerant line set — replaced or reused, and why
- New thermostat
- Labor warranty terms, separate from the manufacturer's parts warranty
- Manufacturer warranty registration
A quote missing several of these is not cheaper. It is less complete, and the difference tends to surface later as change orders.
Ways to reduce the cost legitimately
Time it. Replacing in spring or fall costs less than an emergency replacement in the middle of a July heat wave, when you have no leverage and no time to compare.
Take the rebates. Federal tax credits and utility rebates on qualifying high-efficiency equipment are real money. They apply at specific efficiency thresholds, so factor them in before choosing a tier — sometimes stepping up one level nets out cheaper after incentives.
Do both at once. If the furnace and AC are both near end of life, replacing together costs substantially less than two separate jobs. The indoor coil sits in the furnace cabinet and the labor overlaps heavily.
Use financing deliberately. Financing does not reduce cost, but it changes whether you are choosing on merit or on what you can afford this month. Being forced into the cheapest option by timing is how people end up replacing again sooner than they should.
Right-size instead of matching. A load calculation showing you need 2.5 tons instead of 3 saves real equipment cost and gives you a better-performing system.
What not to do
Do not choose on price alone. Installation quality affects performance and lifespan more than equipment brand does. A well-installed mid-tier system will outperform and outlast a poorly installed premium one — refrigerant charge, airflow, and static pressure at commissioning matter enormously.
Do not accept a quote without a load calculation. It is the clearest signal of whether you are being sold equipment or sold a designed system.
Do not skip the permit. Permitted work gets inspected. Unpermitted HVAC work can complicate a home sale and may void manufacturer warranty coverage.
When replacement beats repair
