Heat Pump vs. Furnace: Which Makes Sense in Central PA?

Heat pumps have gotten dramatically better in cold weather. Whether one beats a furnace in Pennsylvania comes down to what fuel you're replacing.

If your heating system is on its last legs, this is the fork in the road. And the honest answer is not the one either side of the industry likes to give.

Heat pump advocates will tell you the technology has solved cold weather. Furnace loyalists will tell you heat pumps do not work here. Both are outdated. What is actually true in 2026 is that the answer depends almost entirely on what fuel you are currently paying for — and that is a question with a different answer in downtown Lancaster than it has on a propane tank outside Carlisle.

How they differ, briefly

A furnace creates heat by burning fuel — natural gas, propane, or oil. Efficiency is measured in AFUE, and it caps out at 100% because you cannot get more heat out than the energy in the fuel.

A heat pump does not create heat. It moves it, using refrigerant to pull warmth out of outdoor air and deliver it inside. Because it is moving rather than generating, it routinely delivers 200–400% efficiency — three units of heat for one unit of electricity. That is not a marketing claim; it is a consequence of the physics being fundamentally different.

The other structural difference: a heat pump reverses in summer and becomes your air conditioner. One system, both seasons. A furnace requires a separate AC.

The cold-weather question, answered properly

The reputation heat pumps have in Pennsylvania was earned honestly — by equipment sold in the 1990s and 2000s. Those units lost meaningful capacity below about 30°F and fell back on electric resistance strips, which are expensive to run. People got a January bill they never forgot.

Modern cold-climate heat pumps use variable-speed inverter compressors and are a genuinely different product. Current models hold rated capacity down to around 5°F and continue producing useful heat well below zero.

Now put that against actual conditions here. Central Pennsylvania winters spend the overwhelming majority of hours between 20°F and 45°F — squarely in the range where a modern heat pump is at its most efficient. We get cold snaps below 5°F, but they are a small fraction of the season, and that is exactly what a properly specified backup heat strategy covers.

So: yes, they work here. The question was never really capability. It is cost.

The cost comparison that actually matters

Here is where most articles hand-wave. The honest framing is that heat pumps win decisively against some fuels and roughly tie against others.

If you currently heat with propane or oil: a heat pump is very likely a substantial win. Propane in particular is expensive per unit of delivered heat, and this is the scenario where homeowners see genuinely dramatic bill reductions. If you are on a tank outside the gas main — common in the rural stretches around Carlisle and out past Elizabethtown — this is the strongest case there is.

If you currently heat with electric resistance (baseboard or electric furnace): an easy win, and the fastest payback of any scenario. You are replacing 100% efficiency with 300%.

If you currently heat with natural gas: this is the close one, and anyone who tells you otherwise is selling something. Natural gas is cheap per BTU in this region. Depending on your electric rate and the specific equipment, a heat pump may cost slightly less to run, roughly the same, or slightly more. The case for switching here rests on the other factors below rather than on the operating cost alone.

The variable that decides it is the ratio between your electric rate per kWh and your gas rate per therm. That is a real calculation with your actual utility bills, not a rule of thumb — and it is the first thing we run when someone asks us this question.

The non-cost factors

One system instead of two. A heat pump replaces both furnace and AC. If your air conditioner is also aging, you are comparing one purchase against two, which changes the math considerably.

No combustion. No gas line, no flue, no carbon monoxide risk, no annual combustion safety test. For some homeowners this matters more than the operating cost.

Incentives. Federal tax credits and utility rebates on qualifying high-efficiency heat pumps are real money and can meaningfully close an upfront cost gap. Furnaces have far less available.

Electrical capacity. The counterweight. A heat pump conversion frequently requires electrical service work, and in older housing stock — the borough centers in Palmyra, Hummelstown, Lebanon — an undersized panel is a genuine added cost that has to be in the quote from the start, not discovered mid-installation.

Comfort character. Heat pumps deliver a steadier, gentler heat than a furnace's hot blasts. Most people prefer it. Some find the lower supply air temperature underwhelming at first, because it does not feel hot at the register even though the room reaches temperature. This is worth knowing before installation rather than after.

A hybrid is a real option

You do not have to pick. A dual-fuel system pairs a heat pump with a gas furnace and switches between them based on outdoor temperature — heat pump when it is efficient, furnace when it is genuinely cold.

This is often the right answer for a natural-gas home that also needs a new air conditioner. You get heat pump efficiency for the bulk of the season, furnace output for the coldest weeks, and you keep the gas infrastructure you already have. It costs more upfront than either alone, and it is the option we recommend most often to gas customers who want the efficiency without the edge cases.

How to decide

Ask in this order:

  1. What do I burn now? Propane, oil, or electric resistance → heat pump, almost certainly. Natural gas → keep reading.
  2. Does my AC also need replacing? Yes → heat pump or dual-fuel gets much more attractive.
  3. What is my electric rate? Pull an actual bill. This is the deciding number for gas homes.
  4. Is my electrical service adequate? This needs checking before anyone quotes you.
  5. How long am I staying? Payback periods matter less if you are moving in three years.

What we will not tell you

We will not tell you every home should get a heat pump. If you have a natural gas furnace that is eight years old and running well, replacing it early to chase efficiency will not pay you back — the embodied cost of the new equipment swamps the operating savings.

The right time to have this conversation is when your system is genuinely at end of life, or when a major repair makes replacement the better value. That is when the comparison is between two new systems rather than between a new system and one you already own.
